Hmm i have a 1997 protege lx... is it supposed to have a tilt wheel? There is a nob there but it doesn't move... i don't know what's up.

i told you guys... the lever is there it just doesn't pull down.. i have tried with all of my might

It is jammed, perhaps. I would suggest to look around that area and see if there could be anything preventing it from moving, like some kind of broken piece in the steering column, or anything at all.

lol maybe they fooled you, and made you think its a tilt wheel, when its not. maybe the handle is just for looks, i dunno.

when theres no clear solution, use force. get out a hammer : )

lets see if i can paint this picture acurately, push seat all the way back, tilt seat all the way back, lay on drivers seat upside down and pull on the damn thing, pull it with the claw of a hammer and the help of some wd-40. thats a good way to get it lose, however, if you're worried about damage, go to the dealership and have them jimmy the thing lose or install a new steering column :)
peace
