There is a bolt on the bottom of the power steering pump (the top front accessory), facing towards the radiator. Turning this bolt will increase the tension on the belt by moving the pump away from the engine. Tighten it until you have 1/2 inch of give in the belt when pressing down on it (over the longest span). More than 1/2", and it's too loose. Less than that, and it's too tight. The other belt (which runs the alternator) can be tightened in a similar manner. There is a bolt on the alternator which faces the firewall, and when you tighten it, the tension in the belt will increase. It's easy, just did it myself the other day to compensate for relaxation in my own belts, which I replaced months prior when I bolted on an underdrive pulley.
