Drill a small hole in it, get an "easy-out" and remove it that way. That is the ideal solution. If that doesn't do it, you need to drill out the old bolt and put a helicoil in.
Be warned that if you break the easy-out, you're basically thoroughly boned because they are made of considerably harder steel than drill bits.
How did you break the bolt? If it was rusted in and you broke it on removal, I'd suggest you not tackle this problem yourself. If you just overtorqued the bolt and sheared it off, removal should be fairly easy.
