Joker in the Mist

I've noticed that the sprayer only sprays on the way up, making it difficult to get the top of the passenger side clean, especially in the winter time with salty roads in Maine. Was it actually designed that way, is mine not working properly & can they be adjusted somehow to spray in both directions, which would really make more sense. Thanks.
